They are segmented rather than pooled: by ELO bracket, by map, and by ladder (mouse-and-keyboard and controller are separate ladders with genuinely different metas).
Where do the build orders come from?
They are mined from parsed ranked replays — grouped by civ, rating and map, and published with their win rate and sample size so you can judge them.
